Velindre Cancer Centre is a division of the Trust, and one of the leading non-surgical oncology centres in the United Kingdom. The challenge is to go further and achieve the quality of services, patient experience and clinical outcomes that are comparable with the best in Europe and the western world.


In support of this ambition, Velindre University NHS Trust (VUNHST) is building a new Velindre Cancer Centre (nVCC), which is expected to be open in Autumn 2027.


An exciting senior position has arisen in the Commercial team. The Commercial Manager will work alongside the Assistant Project Director to provide a lead role in the production, interpretation and communication of all commercial matters in respect of the nVCC Project Agreement through the Construction and Commissioning phase. Knowledge of the Mutual Investment Model (MIM) is desirable for this role.


Main duties of the job

  • Responsibility for supporting the management of the new Velindre Cancer Centre (nVCC) Project Agreement and its range of obligations, providing regular monitoring information.

  • Taking a lead role in the production, interpretation and communication of all commercial matters in respect of the nVCC Project Agreement.

  • Taking a lead role on the commercial management activities. As a key part of their role, the Commercial Manager will lead on refining and improving commercial management documentation and processes and ensuring they are best utilised and updated in a timely manner.

  • An ambitious and experienced Commercial Manager is required to work in a small team led by the Assistant Project Director. The team sits within the wider Project Management Office.


The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Person Specification
Qualifications and Knowledge

  • Educated to degree level or equivalent experience.

  • Professional qualifications such as CIPS or similar procurement qualification; legal or accountancy qualifications

  • Specialist project knowledge to postgraduate level or equivalent experience (PRINCE2 Practitioner or relevant experience).

  • Professional knowledge of multiple disciplines, including workforce and service planning.

  • Evidence of Continuous Professional Development, education and training.

  • Knowledge and understanding of improvement methodologies used across organisations.

  • Significant experience and proven track record in contract management and commercial management in a large, complex organisation

  • Understanding of, and ability to challenge in a constructive way as necessary, all financial procedures and processes

  • Knowledge of project management and risk management

  • Experience of initiating, delivering and completing projects

  • A proven track record of dealing with highly complicated situations and the delivery of challenging corporate objectives

  • Legal knowledge and understanding key points of contract law

  • Experience of effectively administrating a diverse client and project portfolio


Experience

  • Previous commercial experience of infrastructure projects

  • Previous experience of procurement projects and/or contract management

  • Previous experience of planning and managing projects with successful delivery within time and cost

  • Knowledge of national NHS wide guidance and directives for the delivery of health services

  • Demonstrable success in leading, motivating, managing and developing project teams

  • Experience in techniques for planning, monitoring and controlling projects e.g. PRINCE2

  • Thorough understanding of full project lifecycle

  • Experience in supporting budgeting and resource allocation procedures

  • Managing multiple concurrent projects.

  • Experience of procurement and/or contract management within the public sector / NHS

  • Specific domain/ theoretical/ practical knowledge of organisations, processes, policy knowledge relevant to the Project

  • Experience of the Oracle payment system


Skills and Attributes

  • Excellent organisational skills to balance and prioritise their workload and meet deadlines

  • Good negotiating skills required to deal with highly complex information/negotiating positions etc. with NHS and other organisations

  • Ability to demonstrate analytical, interpretative and judgmental skills on highly complex issues including value for money initiatives and financial aspects of NHS legislation and policies

  • Ability to think and act strategically by producing project plans and programs for commercial and procurement activity that impacts across the Project

  • Experience of negotiating, drafting and recommending agreements with external organisations

  • Excellent written and oral communications at all levels. creating professional relationships with staff and external organisations

  • Ability to make contractual decisions and recommendations, for example deciding upon whether a contract protects the interest of the Trust and its staff

  • Well-developed analytical capabilities, able to interpret complex contract terms and conditions

  • An ability to take proportionate approach to risk in the context of contract framework and strategic objectives

  • Ability to manage staff

  • Self-motivated and enthusiastic professional
