We are delighted to be advertising for our Value and Performance Business Manager role, which is a unique opportunity with a diverse portfolio. Your experience in leading and implementing change and improvement, will inspire confidence with Executive Team, staff and stakeholders.
The role is a key role within the Organisation and provides an opportunity for the individual to provide leadership and management in delivering the Value and Performance function.
The role will develop and implement coherent ways of working across the organisation to ensure delivery of value and performance targets. As part of this process, the post holder will be required to lead and support specific directorate wide projects including further development of the value and performance function.
Main duties of the job
Initial priorities for the role include:
- Lead the development of value proposition for Public Health Wales and ensure delivery in line with plan
- Lead value projects on prevention with colleagues across Public Health Wales Value
- Lead the improvement of performance management arrangements across Public Health Wales
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Job responsibilities
- Lead the development and implementation of value and performance frameworks across Public Health Wales to ensure alignment with strategic priorities.
- Drive strategic and operational planning for value and performance, including budgeting, workforce activity, resource allocation, and quality improvement.
- Foster strong relationships with senior staff, stakeholders, and partners to deliver organisational objectives and ensure effective collaboration.
- Manage and oversee strategic performance planning and reporting mechanisms, ensuring systems are robust and aligned with organisational needs.

Person Specification
Qualifications
- A master's degree or equivalent qualification or experience in a relevant subject e.g. leadership / business management
- Specialist knowledge in performance management, financial management, and people management.
- MBA
Experience
- Proven experience working at a senior management level in the NHS or a similar complex organisation.
- Demonstrable success in leading high-performing teams and managing significant programmes or projects
- Extensive resource management experience, including finance, workforce, and service change.
- Experience working with Directors and Board-level clinicians
- A track record of resolving complex conflicts and driving organisational change
Skills and Attributes
- Excellent verbal and written communication skills, with the ability to present complex information clearly.
- Strong analytical and strategic thinking capabilities.
- Ability to engage and influence stakeholders across all levels.
- Proficient in managing competing priorities and delivering to tight deadlines.
- Ability to demonstrate understanding and application of our workplace values, together with the underpinning behaviours identified for success in this role.
- Ability to design and implement organisational structures and strategies collaboratively.
- Database development and management skills.
- Welsh Language Skills are desirable at levels 1 to 5 in understanding, speaking, reading, and writing in Welsh.
