An exciting opportunity has arisen for a dynamic and innovative individual to manage two key programmes: 'Prevention and Early Years' and the 'Good Food and Movement' programme across partner agencies, as a Public Health Programme Manager. This is a fixed-term/secondment position until 31st March 2026, funded accordingly. Applicants interested in the secondment must obtain permission from their current line manager prior to applying. Proficiency in Welsh is desirable; applications from English and Welsh speakers are equally welcome.
Main duties of the job
This strategic role within the Cardiff and Vale of Glamorgan Local Public Health Team involves working across Cardiff and Vale University Health Board, reporting to its Executive Director for Public Health. The post holder will implement programmes effectively across various partner agencies using a programme management approach. Responsibilities include working across Public Services Boards (aligned with the Wellbeing of Future Generations (Wales) Act) and the Regional Partnership Board (aligned with the Social Services and Wellbeing (Wales) Act). The role includes managing programmes that enhance the health of the Cardiff and Vale population, supporting planning, development, delivery, and evaluation of partnership initiatives to promote health and well-being across sectors.

Person Specification
Qualifications
- Degree-level education or equivalent experience in a similar role
- Post Graduate Diploma or equivalent training in programme management, including change management, service redesign, financial management, and workforce re-design
Experience
- Extensive knowledge and experience in programme management, change management, and workforce re-design
- Experience leading cross-organisational programmes involving complex, sensitive, or contentious information requiring consensus
- Proven track record in stakeholder engagement, management, and communication across multiple organisations
- Experience managing governance and reporting for a portfolio of projects
Skills
- Motivational skills to foster collaborative working and improve services, even in resistance to change
- Excellent communication, report writing, and presentation skills for diverse audiences
- Ability to work independently, managing priorities within deadlines
- Proficiency in writing service specifications, project initiation documents, business cases, strategic plans, reports, policies, and procedures
Special knowledge
- Expertise in programme and change management methodologies and problem-solving techniques
- Understanding of commissioning and procurement processes

Salary: £46,840 to £53,602 per annum, pro-rata.
