Job Title: Finance Officer (Public Sector)
Location: South Wales
Contract: Permanent, Full Time, Hybrid (37 hours per week)
Salary: £30,755 - £34,997 per annum plus benefits

Purpose of the Role

A Finance Officer is required to provide executive and administrative support within a small finance function. Working closely with the Finance Manager, budget holders, and colleagues across the organisation, the successful candidate will play a key role in ensuring accurate financial management, effective budget monitoring, and compliance with financial policies and procedures.

Key Responsibilities

The Finance Officer will:

  • Process payments relating to grant-funded activities, ensuring all supporting documentation is accurate and complete.
  • Record and reconcile income received through various payment channels.
  • Investigate financial discrepancies and process refunds where required.
  • Process supplier invoices in accordance with financial controls and payment procedures.
  • Review and process employee and stakeholder expense claims, ensuring compliance with organisational policies.
  • Raise and maintain purchase orders while supporting budget monitoring activities.
  • Undertake charge card reconciliations and ensure expenditure is accurately recorded.
  • Upload and maintain budgets and forecasts within the finance system.
  • Prepare financial information and reconciliations to support management reporting.
  • Assist with month-end and year-end financial processes, including audit preparation.
  • Support payroll administration by preparing and validating payroll-related information.

Additional Duties

  • Ensure compliance with relevant legislation, policies, and internal procedures.
  • Undertake any other reasonable duties commensurate with the grade and responsibilities of the role.

Key Skills and Experience

  • Previous experience in a finance, accounts or financial administration role.
  • Experience processing invoices, payments, expenses, and reconciliations.
  • Strong attention to detail and commitment to accuracy.
  • Good organisational and time management skills.
  • Experience using finance systems and Microsoft Excel.
  • Ability to communicate effectively with internal and external stakeholders.
  • Understanding of financial controls and confidentiality requirements.

Welsh Language Skills

Basic Welsh language skills are desirable, including the ability to use simple greetings, understand common workplace terminology, and complete basic administrative information in Welsh
