REED Procurement have partnered with a Public Sector organisation based in Cardiff who have been recognised in recent awards as the 'The Procurement Team of The Year! They are looking to expand that team and hire a Senior Category Specialist to sit within their Construction & Estates procurement category
Are you an experienced procurement professional with expertise in construction, estates, or capital projects? We're looking for a proactive and commercially minded procurement specialist to join a high-performing team responsible for delivering strategic sourcing, contract management, and supplier relationship management activities across a significant Building and Estates portfolio.
This is an exciting opportunity to influence strategic procurement decisions, deliver tangible savings and value, and support the delivery of vital construction, maintenance, and estates services.
The Role
Working within a category management environment, you will lead and coordinate procurement activities across a diverse portfolio of construction, design, maintenance, and estates-related spend. You will work closely with stakeholders to develop sourcing strategies, manage supplier performance, and ensure procurement activities support organisational objectives.
The successful candidate will play a key role in driving value for money, delivering procurement best practice, and supporting continuous improvement initiatives across the function.
Key Responsibilities
- Lead procurement projects and sourcing exercises across the Building and Estates category.
- Deliver measurable savings and value-for-money outcomes.
- Develop and implement category plans and sourcing strategies.
- Manage supplier relationships and contract performance to ensure service excellence and risk mitigation.
- Ensure procurement processes and contract documentation are accurate, compliant, and completed in a timely manner.
- Work closely with stakeholders to understand business requirements and develop effective procurement solutions.
- Support strategic reviews of procurement categories and identify opportunities for improvement and innovation.
- Analyse spend and market data to inform procurement strategies and decision-making.
- Promote knowledge sharing and best practice across procurement teams and wider stakeholder groups.
- Deliver training and guidance on procurement processes and procedures.
- Contribute to continuous improvement initiatives and help develop future procurement capability.
About You
Desirable Experience
- Practical experience running above-threshold procurement exercises through to contract award.
- Knowledge of the Public Contracts Regulations and/or Procurement Act 2023.
- Procurement experience within the construction, estates, capital projects, or maintenance sectors.
- Experience analysing procurement expenditure and market intelligence data.
- Relevant procurement qualifications (e.g. CIPS) or a commitment to professional development.
